Definitely not, and you're mixing two different terms.
First of all, a serif is the little line that appears at the edges of a letter. Sanserif is a general term that refers to fonts that don't have serifs. The font used here in YA is a sanserif font, for example. If you look at the letter A, you see that in this font, there are no little "feet" things at the bottom of the A. In a font with serifs, there would be.
Times New Roman is one specific font style. It has serifs, like many other fonts do, and the letters have a particular shape.
